NEW: Call for new NCOs to participate in Views from the Frontline 2011.

After the successful presentation of the first Views from the Frontline report the Network is now planning to expand the number of participating countries for the next round of this Global Review. If you would like to find out more you can download the Terms of Reference for new NCOs here

This major programme of the network is a global review to collect perspectives from the local level as to how the HFA is progressing, already involving network members in more than forty countries. What?


A participatory survey with key informant groups based on indicators related to HFA Five Priorities for Action and Cross-cutting issues

Understanding the extent to which key disaster reduction indicators are changing as a result of the Hyogo Framework for Action

* Evidence of change within local-level government bodies

* Evidence of change within Civil Society Organisations

* Evidence of change within communities

* Participating countries in most of the major regions of the world

Views from the Frontline: Amplifying local voices at national, regional and international levels

How?


Gathering of local empirical evidence, analysis of results, developing consensus on policy positions and building broad-based advocacy coalitions.

* Face to face interviews of local officials and focus groups discussions with key stakeholders conducted by participating civil society organisations
* Results analysed by National and Regional Coordinating Organisations in conjunction with participating organisations
* Development of national and regional policy positions and recommendations for engagement with national and international decision-making process (e.g. The two yearly UN Disaster Reduction summit - GP-DRR 2009)
* Regional training, technical and financial support to main actors (R/NCO)

A detailed survey methodology and implementation plan has been developed. The geographical scope of the review is global.

When?


There will be a pilot phase, (in progress), followed by a review after which we will scale up and adapt for climate change

* Pilot the review process in approximately 40 countries across main regions of the world up to biennial review GP-DRR June 2009
* Learning review of methodology and implementation infrastructure post GP-DRR 2009
* Scale up (100 countries) for GP-DRR 2011 and subsequent biennial reviews thereafter
* Incorporate Climate Adaptation indicators into survey matrices for Post Kyoto Protocol 2012.

Your involvement?

* Take an active part in "Views from the Frontline" to help establish a clear picture of what's working and where, and what needs to work better
* Help identify and support Regional and National Coordinating Organisations to oversee the review process in their country
* Encourage international, national and local organisations and partners with a local presence to participate in the actual survey work
* Help us to enlist donor support and mobilise resources
* Join and promote the work of the Global Network of Civil Society Organisations for Disaster Reduction
* Alternatively get involved in Views from the Frontline LITE (see menu links)
