Hi Terry, we'll send you a presentation of the mudslide in Panabaj canton, municipality of Santiago Atitlan, department of Solola, Guatemala. It is in English, I think it is important to take into account that even the people affected by landslides in this area are still recovering from the trauma and psychological impact.
The appropriations in this presentation belong to ADECAP, a local effort that is formed in the context of reconstruction (2005-2007). As far I know this institution has faced political pressures. Some of its members were threatened with death and opted to seek refuge elsewhere.
This presentation is therefore a tribute to an indigenous people who suffered a fatal mudslide that shocked the entire country.
Panabaj is the symbol of the latest tragedy in Guatemala: Storm Stan.

"Grassroots women's organizations and networks have consistently demonstrated that their resilience- building priorities and practices represent pro-poor disaster risk reduction.
Thus it is vital that their constributions and public roles are formally recognized and resourced wtihin national and regional DRR programs, by establishing clear standards, operational frameworks and resources for engaging grassroots women's organizations in driving the demand for pro-poor DRR programs.
Without active engagement of grassroots women's organizations in disaster prone areas it is not possible to implement gender as a cross-cutting element in the HFA."

- capacities need to be built at the top (official level) for proper framing and implementation of policies. Only after capacity and sensitivity at the top is built, one can hope for developing capacities at the bottom.
- DRR needs to be integrated into development.

We would like to see communities and their organizations empowered to participate, represent and negotiate local level DRR planning and implementation.
Looked at in another way, we would like to see strong local government (with the active participation of local communities) that is able to influence provincial and national government policies and implementation mechanisms.
